π The race
Ottawa elects a mayor, 24 city councillors and school board trustees on Monday, October 26, 202616. Fourteen certified candidates are running for mayor5, with incumbent Mark Sutcliffe seeking another term1. Ontario holds municipal elections every four years3, and CTV News has tallied the race "by the numbers"32. This guide profiles every mayoral candidate and every pledge on the public record, with a source for each claim.
The ballot covers the mayoralty, 24 ward councillors β one for each of Ottawa's wards β and trustees for four school boards16. The official figure of eligible voters for the 2026 election is 868,9511, against a population of 1,017,449 in the 2021 census1. Nominations closed Aug. 21, 2026: three challengers registered on the first day, and the rest filed later in the nomination period163. In 2022, 316,260 of 722,227 eligible voters cast a ballot β a turnout of 43.8%2.
Six of the fourteen mayoral candidates also appeared on Ottawa's 2022 ballot: Mark Sutcliffe and Jeff Leiper won (mayor and Ward 15 councillor), while Zed Chebib, Bernard Couchman, Jacob Solomon and Peter Westaway ran unsuccessfully12.
Polling shows incumbent Mark Sutcliffe facing a concerted challenge from at least three candidates: councillor Jeff Leiper, homebuilder Alex Lawson and economist Neil Saravanamuttoo4. An exclusive CTV Nanos poll published October 9, 2026 gave Sutcliffe a commanding lead in the race7. The four front-runners are the ones invited to spar in televised debates, while the Ottawa Citizen profiled the other ten candidates, who "have differing visions on the city's priorities"8.
Note on sources: certified candidates, biographical background and results come from the City of Ottawa's official election portals1 and coverage by CBC, CTV News Ottawa, the Globe and Mail, the Ottawa Citizen, CityNews and Wikipedia6, each claim footnoted. Campaign websites present candidates' own claims. Where a candidate has published no platform that could be found, this guide says so explicitly rather than guessing.
2022 in review: in the last municipal election, 316,260 of 722,227 eligible Ottawans (43.8%) voted2. Mark Sutcliffe won the mayoralty outright with 161,679 votes (51.4%) β an archived result consistent with the certified record for this election12 β ahead of Catherine McKenney's 119,241 (37.9%), Bob Chiarelli's 15,998 (5.1%), Nour Kadri's 7,496 (2.4%) and Mike Maguire's 2,775 (0.9%); the other nine candidates shared 7,571 votes (2.4%)2.
The 22 surviving 2022 ward races were won by: Ward 1 Orleans East Cumberland β Matthew Luloff (11,919); Ward 2 Orleans West Innes β Laura Dudas (11,821); Ward 3 Barrhaven West β David Hill (6,230); Ward 4 Kanata North β Cathy Curry (8,827); Ward 5 West Carleton March β Clarke Kelly (2,550); Ward 6 Stittsville β Glen Gower (7,758); Ward 7 Bay β Theresa Kavanagh (12,398); Ward 8 College β Laine Johnson (8,899); Ward 10 Gloucester Southgate β Jessica Bradley (4,927); Ward 11 Beacon Hill Cyrville β Tim Tierney (7,617); Ward 12 Rideau Vanier β StΓ©phanie Plante (4,621); Ward 13 Rideau Rockcliffe β Rawlson King (8,481); Ward 14 Somerset β Ariel Troster (8,663); Ward 15 Kitchissippi β Jeff Leiper (11,055); Ward 16 River β Riley Brockington (9,595); Ward 17 Capital β Shawn Menard (11,358); Ward 18 Alta Vista β Marty Carr (6,088); Ward 19 Orleans South Navan β Catherine Kitts (9,466); Ward 20 Osgoode β George Darouze (4,353); Ward 22 Riverside South Findlay Creek β Steve Desroches (5,682); Ward 23 Kanata South β Allan Hubley (5,334); Ward 24 Barrhaven East β Wilson Lo (4,403)2. Of these 22 winners, 19 are certified to run again for the same ward seat in 2026 and Jeff Leiper is running for mayor, while Ward 6 councillor Glen Gower and Ward 20 councillor George Darouze do not appear on the 2026 certified list12.
β‘ Key issues
Taxes & cost of living
Cost of living emerged as the main issue driving discussion at the candidates' October debate on CTV News Ottawa1017. Alex Lawson promises a 0% property-tax increase for 202719 and has unveiled deeper property-tax cuts for small businesses20. Jeff Leiper pledges a 1% "infrastructure levy" added to future property-tax increases24. Neil Saravanamuttoo has declined to commit to a specific property-tax target27. Property taxes and budget transparency were also on the agenda at the Ottawa Board of Trade debate11.
Housing
Housing supply, development charges and approval timelines were key affordability topics at the Board of Trade debate11. The Greater Ottawa Home Builders' Association and the Ottawa Real Estate Board co-hosted a debate devoted to housing and growth14. Leiper says he would build more supportive housing on city-owned land for people in shelters, plus more affordable not-for-profit housing4; Lawson has pledged to end the city's vacant unit tax at his first council meeting21.
Transit & infrastructure
Sutcliffe proposes a $10-billion plan to fix Ottawa's aging infrastructure if re-elected25. Transit reliability, service levels, fares and how to fund the system were central at the Board of Trade debate, which also examined the respective roles of the municipality and the province in supporting light rail; recent flooding put infrastructure resilience in focus there too11. Transit and infrastructure also headlined the CTV News Ottawa debate10. Leiper's 1% infrastructure levy is aimed squarely at the backlog24.
Homelessness, mental health & the toxic drug crisis
Leiper has pledged to boost crisis response to tackle homelessness and addiction4; Lawson released a plan centred on building addiction-recovery infrastructure, including a drug recovery centre in the Greenbelt18; Saravanamuttoo promises transitional tiny homes made from shipping containers and has pointed to similar projects in New Brunswick and Gatineau284; Sutcliffe promises a "community-wide" strategy for the mental-health and toxic-drug crises17. The Board of Trade debate also covered downtown safety, policing resources and supportive housing11.
Downtown & the ByWard Market
Leiper would triple the number of night ambassadors in the ByWard Market, work to fill empty storefronts and create a permanent festival plaza23; Saravanamuttoo promises to overhaul the city's $200-million ByWard Market plan and add gathering places downtown17. Public safety downtown and the visitor economy were debate themes at the Board of Trade forum11.
City services & governance
Leiper and Lawson have criticized Sutcliffe for overseeing a decline in the quality of city services6; Leiper cites sidewalk maintenance, garbage-collection delays and the transit network, and has had budget disputes with the mayor over service funding6; Lawson says he voted for Sutcliffe in 2022 but saw no tangible improvements on crime, traffic, transit and affordability4. Leadership at City Hall, accountability and cutting red tape in permits were Board of Trade debate themes11; Saravanamuttoo campaigns on a promise to "shake things up"29.
Editorial notes & honest gaps- Where a candidate has published no platform that could be found, the profiles say so explicitly rather than guessing; several minor campaigns have no online platform or news coverage in the record found.
- Gap: no debate appearances for the ten candidates outside the top four could be found in the available coverage β the Ottawa Citizen notes the four frontrunners were the ones invited to televised debates, while the other ten were profiled separately8.
- The Oct. 21, 2026 CBC Ottawa mayoral debate was scheduled after this page was compiled on Oct. 15, 2026; its results are not reflected here12.
- Omitted races: two 2022 councillor results β Ward 9 and Ward 21 β were left out of the 2022 review because the archived AMO results for those races failed archive integrity checks, so they cannot be presented as verified2.
- Campaign websites present candidates' own claims. This is an unofficial, independently compiled voter-information page, not verified or endorsed by the City of Ottawa; information is current as of Oct. 15, 2026 and may change before election day β always confirm at the official candidate list1.
